Civil partners will be integrated into the exercise to portray the complex civil and military environment of nowadays conflicts and to train and operationalise the Comprehensive Approach.

The concept of cooperation between civilian & military partners is the most promising approach to dealing with contemporary crisis. We believe cooperation should start before we meet abroad in a crisis and should include all elements of mission preparation, including coomon exercises and training.
Therefore, 1 (German/Netherlands) Corps has initiated COMMON EFFORT. Currently representatives from sixteen National and International Organizations are working together on ways how to improve our cooperation on the operational level.

Cold Challenge 2011 was a Command Field Exercise led by the Norwegian National Joint Headquarter. 1 (German/Netherlands) Corps was invited to participate in the exercise and to act as a Higher Control Land Component Command (HICON LCC) for the Primary Training Audience (PTA). The HQ, parts of which have been deployed several times to the ISAF HQ in Kabul, trained the 1 (GE) Division from Hanover in preparation of its deployment as HQ Regional Command North within ISAF in 2011. An excellent opportunity for the experts from 1 GNC to share with their German partners the many lessons learned and experiences gained with ISAF’s comprehensive approach.
This HQ intended to exercise the Corps Staff (maximum of 350 pax) in a Command Post Exercise (CPX) in a generic Crisis Response Operation scenario, in a Combined Joint Force environment. The actual exercise last seven days and the daily schedule was an ‘extended day shift’ (12 hours) with a shift update in the morning.
